Construction Related Permits

  • B Permit: The B Permit drawings received all final signatures and were approved this month. A meeting was held with all parties to hand out the final B Permit drawings and to coordinate the upcoming work.

ENVIRONMENTAL MONITORING

EIR Mitigation Measures - M&F's continues to follow the action items that are outlined in M&F's response to the EIR plan prepared by Myra L. Frank and Associates. Refer to Exhibit E in the Appendix.


PROJECT MANAGEMENT

Project Design/Systems Confirmation Packages

  • Please refer to Executive Summary.


Exterior Skin Coordination - Weekly exterior skin coordination meetings continue to be held, in addition to focused detailing meetings with the design team. Update on specific systems is as follows:

  • Structural Steel for Scrim Support - Once Herrick installs the remaining portion of the scrim support steel over the plaza, Model Glass will be able to complete the "as-built" survey of all the scrim steel. Model Glass continues to investigate engineering options for the scrim in the locations where the steel is out of tolerance.
  • Perforated Aluminum Scrim System - Installation of vertical "scrim" mullions is complete at the low-rise / "eternit" areas of the building and the high-rise areas of the building, except in the locations where scaffolding still exists. Installation of the operable and fixed typical perforated metal panel is ongoing on the east and west elevations. The installation of the mullion clips and mullions for the articulated portions of the scrim steel has commenced on the east elevation.
  • Pneumatic Actuator System - The interior pneumatic tubing is nearing completion. Installation of the pneumatic tubing on the building exterior is complete on the high-rise, east and west elevations and is nearing completion within the Eternit panel areas. The pneumatic actuator installation has commenced and approximately 1 drop is complete. The final tubing connections to the actuators are being completed during the cylinder installation.
  • Glazing Systems - Model Glass has completed the installation of the strip windows, main lightwell, small lightwell, north curtain wall and the urban lobby floor-to-floor windows. Installation of the south elevation floor-to-floor window units is complete at the location of the material hoist. The storefront materials for the urban lobby are on site and installation has commenced.
  • Exterior Metal Studs, Sarnafil & Eternit Cladding - Exterior metal stud framing is nearly complete on all exterior elevations and in the urban lobby area. The framing at the material hoist infill location is complete. Likewise, the installation of the Ice & Watershield and the Sarnafil membrane is, for the most part, complete on all exterior elevations. The Eternit panel installation is nearing completion, with the remaining southeast corner "fin" wall installation in progress.
  • Photovoltaic System - Vertical steel angles for the photovoltaic system framework have been delivered on site and installation has been completed as much as possible pending window unit installation at the material hoist infill location. The first and second PV panel shipments have been delivered. Applications for incentive funding to LADWP and to SoCal Gas continue to be tracked. The conditional reservation notice letter was received from SoCal Gas and the required project advancement information is to be submitted by April 4th.
  • Exterior Miscellaneous Metals - Outrigger and bent plate installation is complete at the south and west elevations. The majority of the art scrim verticals have been installed. Metal Panels - Metallon is nearing completion of the metal panels at the north and south penthouses and the flashings and Ice and Watershield installation is ongoing on stair no. 6.
  • Other - The penthouse louvers are onsite and the louvers along X-line at the plaza level have been delivered. The majority of the remaining louvers are on order.

Modular Furniture Coordination

  • MWS Allsteel - The Keller Group is continuing to prepare fabrication and installation drawings, which are forwarded to the State for final review prior to transmittal to M&F. CAD files are being provided to M&F for their layout of poke throughs to install power and voice/data service to the system.

Space Planning - LADOT

  • LADOT, Levels 1, 9 and 10 - The project team, The City and LADOT reached an agreement of scope of work to reduce the tenant improvement budget to $5M. Changes were noted on construction drawings, signed by LADOT, which will be incorporated into the lease as an exhibit. Based on this agreement, M&F is revising the entire set of LADOT construction documents to be completed in March.

Space Planning - Other Building Areas

  • Retail Space - See Executive Report.
  • State Fire Marshall/ADA Review - the proposed revision to the 13th floor for Legal Division's security was accepted by the SFM and will be incorporated into the project.

Construction Drawings, Shop Drawings and Submittals

No bulletins were issued during the month of February. Main & First is working with the Consultants and Subcontractors to finalize the revisions to the electrical and telecommunications drawings and will issue these shortly. Fire alarm documents, though reportedly approved by the SFM, have not been formally released. Graphics (signage) construction documents, though completed, have also not been formally released. Coordination and finalization of architectural details continues through the RFC and RFI process.

On Site Activities

  • Fire sprinkler - Sprinkler heads are now been installed on the fifth floor with the second floor to follow. Testing is on-going through out the building.
  • Exterior skin - Installation of metal panels on the north and south penthouses are nearly complete. Stair #6 Eternit is complete on the west side. Scrim installation is 90% completed on the east and west facades, and is under way on the 4th level roof (east). Scrim actuators are being installed.
  • Interior drywall - Tenant improvement and core framing continued on the 2nd thru the 14th Floors. Drywall and taping is in progress from the Plaza level thru the 13th Floor. Fire-safing is being installed in the tower. Perimeter drywall and insulation is in progress on the 2nd thru 14th Floors.
  • Windows - Mullions were installed on the 1st floor along the south elevation of the building, and started in the lobby area. Glass will be installed in early March. Caulking of the strip windows is nearly done and windows are installed where the material hoist was removed.
  • Waterproofing - Water proofing on the roof of level four is nearly complete
  • Elevators - The north bank of elevator cabs are nearing 60% complete, with work starting on the south bank of elevators to start in early March. Rails have been set and work is underway on service elevator #2.
  • Miscellaneous metals - Seismic clips for CMU and concrete walls are in still in progress in the garage levels. Stanchions for the handrail and the handrail itself at Stair #6 are being installed. Work on bent plate and catwalks around the urban lobby and Plaza is 99% complete. The neon art wall support steel in the urban lobby is in place.
  • Doors -Doors and hardware in the tower have been swung in core up to the 13th floor, with the TI doors fallowing the framers.
  • Ceilings - Hanger wire for grid ceilings is shot on all Floors. Grid is nearing completion on the 5th floor, and moving down to the second floor.
  • Concrete - Miscellaneous curbs, pads, walls and block-out fills were placed.
  • Paint - Painting of the tower electrical, telecom, and restrooms is up to level 12. Level two is at about 50%.
  • Restrooms - Restrooms are tiled up to the 10th floor, plumbing fixtures are installed up the 7th floor.
  • Pre Cast - Pre cast panels have been installed on the plaza over the garage exhaust hoods and stair #1, with the three major slanted pieces on plaza, the benches, trash receptacles and planters remaining to be installed.

SBE/DVBE PLAN
M&F is committed to increase and improve the participation of SBE's and DVBE's by placing ads online, and by encouraging listed subcontractors to do the same.

The total dollar amount of SBE participation for this project to date is $21,130,308, which is 53% of the 25% goal of $41,272,500. The total dollar amount of DVBE participation to date is $2,828,351, which is 57% of the project goal of 3%. Refer to EXHIBIT A for SBE/DVBE Participation Plan-Summary Report.

URS has achieved a 75% DVBE participation through its cost estimating consultant.

Bid Packages
In the month of February no bid packages were administered.

LEED TM
M&F has continued with the bi-weekly internal meetings to discuss effective ways to implement the plan to achieve maximum LEED points. The focus remains on tracking and documenting recycled content, solid waste management, local and regional material, and low VOC materials. In particular, test reports for interior materials must be received from the subcontractors as part of the IAQ credits related to construction activities. M&F is in contact with the various subcontractors that are currently on the project to ensure their compliance with LEED criteria. Currently, M&F is tracking the building at 31 points, which are two short of the 33 necessary to achieve a Silver certification. The LEED coordination team is focusing on these items to determine the course of action necessary to redeem their contribution to the LEED certification total. The team is also studying all certification items for potential submittal and possible acceptance to maximize the number of achievable points. Please refer to the LEED update report prepared by KMI Associates (EXHIBIT B) for the current LEED issues. Please refer to EXHIBIT C for the current LEED score-sheet for the project.

QA/QC

Daily architectural Field Reports are issued to Main & First, the State, URS, and pertinent subs on a daily basis. Specialty inspections continue being provided by Smith Emery (including welding activities, torque testing, CMU placing, seismic reinforcements, utilities & waste water, and Fireproofing), Bob Grossman for MEP, and Architectural by QA/QC Manager, Dean Maglieri (Main & First).

Periodic field observations and reports proceed with the various consultants, including but not limited to; Independent Roofing Consultants (IRC) for sheathing, roofing & waterproofing; DVV Associates (David Van Volkinburg) for all curtainwall and exterior cladding; and Senior Engineer, Morad Pajouhan (Arup) for all electrical activities, pertaining to the QA/QC requirements.

Architectural

Exterior infill framing and sheathing work by Raymond is now complete in areas where the former man-lift once stood. All work pertaining to the exterior skin sheathing, (DensGlass, Ice & Water Shield, Sarnafil), is complete on all elevations. Scrim panel installation continued on the West elevation from the south end at "E" Line, towards the North Elevation. Eternit installation also continued on "E" Line, and is now complete on the North and East elevations. Raymond's interiors team continues with the installation of TI drywall at multiple floor levels of the tower. As required, continuous firesafing activities are also being executed on various floors of the building tower, including remedial miscellaneous fireproofing work within various levels.

This month also marked start of the glass-roof assembly over the Main Lightwell by Model Glass, at grid lines 6 & 8, between "F" & "H" Line. Crews also began the installation of the Plaza Level Storefront system on level 1, and providing glazing units at the Childcare Area.

Metallon continued cladding and metal panel installation on Level 14 and 15 Roof Penthouse enclosures, on both North and South cores.

Troyer Contracting resumed roofing and waterproofing activities on Level 4 roof (East side), and it should be noted the "24-hour Water Test" successfully passed as required. Concluding work for the Level 14 Roof (Roof Cap) should continue next month. Independent Roofing Consultants (IRC) continue to closely monitor all work in progress at all roof areas, and report areas requiring remedial work as expected.

Design Hardware preceded distributing door hardware for Tower shell & core, and both installing hardware and hanging doors on several levels throughout. As required, a crew also continued providing jamb repairs, providing thresholds, installing locks, closers and kick plates. Cookson Doors continued installing approved Roll-up fire doors per approved drawings and specifications. Ceiling installation by Wireworks in the Urban Lobby areas is now complete.

Service Elevators SE01 & PE17 are fully operational for field wide use, and Kone continues with elevator work of rails, brakes, machine guards, and hoistway doors at elevator banks PE1 through PE15.

Global Steel and Premier Tile continue installing partitions and tiles for the Men and Women Toilet Rooms on all floors in the North and South cores. Wilson Hampton continue painting activities at cores and TI areas on several floors throughout the tower portion of the building.

All architectural work on the project site is proceeding in accordance to drawings, plans, and remains in compliance to approved specifications.

MEP

Mechanical - Level P-1 Air Handler ductwork was tested for leakage. This was the last of the testing, as all systems are now complete. Installed flex duct to diffusers on the 2nd to 5th Floors, as well as tying in high side ductwork to VAV Boxes. Fan Coil Units were installed throughout the entire building, to Electric Rooms. The Dishwasher ductwork was tested, and grease duct installed with access doors for sprinkler head installation.

Electrical - This month DWP brought power into the building and energized the Vault. Subsequently followed in having the building powered up for start of distribution to equipment. Roughing proceeded in Tenant Floors as areas continue to be built out. On the East and West Elevations, the installation of the pneumatic tube system continues on the exterior of the building.

Plumbing - Workers finishing Kitchen Area and plumbing to Bathrooms on the 1st Floor, and setting finish in the Core Bathrooms up to the 6th and 7th Floors. Crew is also installing seismic on all overhead piping from P-4 Garage up through building as required.

Sprinkler - This month we also began to hydro-test the water curtain piping, as it was tested up to the 8th Floor, and starting to do over-arms on the 5th floor as grid permits. Crew also began roughing in Core Bathrooms where ceilings have been installed.

The QA/QC team continues to review and sign off previously issued "open-items" (in the Open Item Log), as remedial work is successfully addressed and completed.

Safety Issues
Clark Construction held a monthly safety meeting on February 10, 2004. Safety issues discussed included Red Tape procedures, Covering floor openings, missing handrails, securing material on roof against high winds, Tie off, and site access.

Incentive Program:
Clark Construction gave out twenty $50 cash awards and lunch for the incentive program.

Accidents/Man-hours
The jobsite worked over 60,000 man-hours (approx. 400 workers). There were 0 recordable and 0 lost time injuries for the month.
